Join us as we present the results of the EU-funded project ARCII – Awareness Raising Campaign for SMEs. This innovative initiative, financed under the Citizenship, Equality, Rights and Values (CERV) Programme, has been a collaborative effort with the Italian Data Protection Authority and esteemed academic partners Faculty of Informatics and Organisation from Varaždin, Vrije University Brussel and University of Florence over the past two years.

The primary goal of ARCII is to support Small and Medium-sized Enterprises (SMEs) in their efforts to comply with the General Data Protection Regulation (GDPR) while reducing their administrative burden.

The project’s main outcome – a web tool named Olivia – can benefit SMEs and data controllers across the EU. Olivia will be permanently available and updated, even after the project completion at: https://olivia-gdpr-arc.eu/hr.

The goal was to establish a comprehensive, freely accessible knowledge base that serves as a valuable resource for all data controllers and processors. Initially conceived as a platform tailored for Small and Medium-sized Enterprises (SMEs), we have expanded our vision to include specialized sections for Data Protection Officers (DPOs) in the health and education sectors.

These new sections will provide DPOs with access to webinars and educational materials developed through the European Data Protection Board Support Pool of Experts Programme. This initiative can be found at: https://www.edpb.europa.eu/our-work-tools/our-documents/support-pool-expert-projects/data-protection-officer-training_en.

These efforts are integral components of our National Strategy, aimed at enhancing awareness and knowledge of data protection practices across both private and public sectors.

Olivia is currently available in Croatian, Italian, and English, tailored to the needs of Croatian and Italian SMEs.

Developed using open-source code, it allows all data protection authorities (DPAs) to customize it to their national legislation and language. New languages and modules can be easily integrated.

What sets Olivia apart is its comprehensive coverage of not only GDPR but also Croatian and Italian data protection legal frameworks, making it particularly valuable for our SMEs.

Olivia is an e-learning platform comprising 15 learning modules that address all GDPR obligations. Each module includes theoretical and practical components:

  1. Theoretical Part: SMEs can learn about GDPR basics, data protection impact assessment, lawful basis, data protection principles, technical and organizational measures, privacy policies, and more. Users can watch webinars, take tests, and upon achieving an 80% or higher score, receive a certificate of successful completion.
  2. Practical Part: SMEs can create essential documents to demonstrate compliance, including privacy policies, legitimate interest assessments, data protection impact assessments, video surveillance rulebooks, personal data protection rulebooks, and information security guidelines.

Notably, SMEs in Croatia have begun using Olivia as an organizational measure to raise awareness about data protection within their companies. Looking ahead, we will continue supporting SMEs through the ARC III project. This next phase will focus on developing a chatbot for GDPR compliance.
